As an example, that could quite possibly happen where I live (in Sweden) however it wouldn’t be as accepted as a 15 and 17 year old would be. Why? Because in America the age of consent is 18 (if I’m correct) but that age is 15 in Sweden. So just like it could be a bit like :/ if a 17 and 19 year old, or 16 and 18 year old, were dating in America (though it happens) it would be like that with 14 and 16 here.
